I agree in that opinion and I consider
that in the special circumstances of the case and in view of
the very large expenditure that the Company will have to incur
in the reclamation of the land and building of the Dock and
on other works stipulated for in the special conditions, the
second request may also be granted, the money being paid in 4
equal instalments, the first immediately after date of sale,
and the remainder at intervals of 6 months. By this means half
the purchase money would be paid in 1903.

If you approve of these recommendations I
shall be glad to receive your sanction by telegraph as the
Company are anxious to submit a full statement of the scheme
to their shareholders at an early date.
A further meeting of shareholders has been determined
upon before finally adopting the proposal that another Dock
be constructed, strong opposition to that course having deve-
Bloped at the last meeting of the Company.
I have the honour to be,
sir,
Your most obedient
Humble servant,
Henry, Arslabe
Governor, &C..
